Hoge Raad der Nederlanden

I was riding on the tram in The Hague, and the familiar Latin text inside this building caught my eye.  

I realized this was the Supreme Court of The Netherlands, and it was quoting Grotius II, 1, §2.

 May be an image of text that says 'planc γλθι ανγνμωω NAAAN ubi judicia deficiunt incipit bellam.'

The statues in front of the building were the superstars of Roman-Dutch Law.
